No, the PSM test is not an open book exam.  It is a closed book, proctored exam. 

Can I do PSM 2 without PSM 1?

Well technically yes, but is it recommended, “no”. It is highly recommended but not mandatory to complete PSM 1 before attempting PSM II. The PSM II certification assumes that the candidate has a thorough understanding of the content covered in PSM I and can apply it in complex, real-world situations. While Scrum.org allows you to take PSM II without having PSM I, passing it without the foundational knowledge from PSM I would be exceptionally challenging.
